This is the moment a motorist who police said was blinded by full-beam lights from passing cars crashes head-on into his own brother-in-law in a fatal accident.

Authorities in Liangshan County, which is in East China’s Shandong Province, released footage of the incident from 2nd October this week.

Dashcam video from the suspect’s white saloon shows him travelling on the inside lane of a thoroughfare when numerous cars pass him in the opposite lane with their full beam headlights on.

Moments later, the suspect slams head-on into an electric bike driven by a male rider who was attempting to cross the dual carriageway.

Police officer Meng Xianfang, who described the traffic accident as a “tragedy”, said the victim later died in hospital.

The policeman said: “We discovered that the victim was the driver’s brother-in-law.

“The motorist was driving quite fast, and vehicles coming the other way had their full beam lights on. This affected the driver’s sight of the road.

“His speed, plus with him being unable to see, caused him to see the electric bike too late when it appeared in front of him. He couldn’t brake in time.

“The e-bike rider was seriously injured, and was later pronounced dead in hospital following failed efforts to revive him.”

The authorities said the motorist would be held fully liable for the incident, and he was still awaiting further processing including a trial date.
