This is the moment a worker spots a dog eating from a public bin and cuts the animal’s tail off with garden shears.
The incident was filmed by a passerby in the municipality of Huehuetlan El Chico in the southern Mexican state of Puebla and later shared on social media.
In the footage, the dog is seen with its head in the bin, apparently eating something, as the man appears with shears in his hand.
Holding the blades, the worker, who has not been named in reports, goes to hit the dog with the handles, but changes his mind and turns the gardening tool around.
Happily munching away, the poor pooch fails to see cruel man placing the shears around its tail and cutting off the lower half.
Left with a stub as a tail, the dog is last seen jumping off the bin as the man walks away.
The incident sparked outrage online and the ‘Dejando Patitas Chiautla’ animal rights group has called on the public to identify the man in the video.
Several netizens said on social media that man works for a cleaning company in Huehuetlan El Chico.
A spokesperson for the Ministry of Environment in Puebla called the incident “unacceptable” and vowed to open an investigation to identify the culprit and punish him accordingly.
