Marcozzi has reportedly been the department head since November 2018.

In the video, two cops are seen repeatedly slapping the suspect’s face before hitting him with a pair of rubber gloves.

A third officer is standing in the same room, but is only seen looking on in the edited footage.

At one point, an officer makes the suspect stand up before saying: “I think his balls are frozen.”

Then another cop comments: “Why don’t you go back to your country to commit crime?”

According to local media, the three officers have been suspended pending a full investigation.

Reports said that the arrested man in the video is a Colombian national who was found in a hotel room with 20 stolen phones.

The police discovered the suspect because one of the phones had its GPS activated, according to local media.

The investigations are ongoing.
