This footage shows an apparently scared pooch left sitting on his owner’s SUV’s rear cargo step while being driven through heavy traffic.

Video taken by a witness in the city of Jiangyou, which is in south-western China’s Sichuan Province, shows the seemingly frightened border collie sitting completely still as cars drive past it.

The silver SUV, whose owner has not been named, merges into a nearby lane without indicating, while the dog looks around at other vehicles on the road.

The witness who filmed the incident and reported it to the police said the pooch sitting on the cargo step had also been tied to the back of the car, suggesting that the animal may have been dragged along had it fallen off the narrow space.

Jiangyou police said that they investigated the incident shortly after receiving the complaint and tracked down the border collie’s owner.

The motorist was fined 50 RMB (5 GBP) for endangering traffic safety.

China’s lack of laws protecting domestic pets from abuse means the dog owner will not be punished for any alleged offences of animal cruelty.

Social media user ‘Tiantianquan’ wrote on Chinese microblogging site Sina Weibo: “Honestly, they should not be allowed to own pets.”

“Abc Qinjing De Ren’ said: “That’s far too lenient a fine.”

‘Huawai Zhimin’ added: “And they didn’t indicate when changing lanes!”
