The footage, filmed in the Russia’s second city Saint Petersburg, has been widely shared on the social network VK.
In the video, the man is seen riding on a self-balancing scooter, also known as a hoverboard, along a busy city street.
Meanwhile, he apparently pushes along a baby in a pram.
As he approaches a set of traffic lights on green, the filming motorist turns off as the man continues along the street on the hoverboard.
It is unclear if the local authorities intend to investigate the matter.
Many netizens criticised the reckless dad for endangering his baby’s life and the lives of other road users.
However, VK user ‘Alexander Demidov’ commented: “Here we go again getting involved in someone else’s life. They are not giving birth to their children for you.”
Netizen ‘Artem’ said: “Pedestrians must remain on pavements and footpaths, and where there are none, along the side of the road, cycle lane, or edge of the outside lane on carriageways.
