Outrage As Black Suspect Handcuffed To Cop Motorbike And Dragged Along Behind It

Police are investigating after a black man was apparently handcuffed to a motorbike and then dragged along behind it looking exhausted as he runs as fast as he can.

The incident which was filmed by people laughing in a car travelling alongside took place in the city of Sao Paulo, which is located in the province of the same name in Brazil.

The Military Police have opened an investigation into the incident, saying that they condemned the action and appropriate action would be taken.

The footage appears to have been shot from a car on the road, and it shows a black man in a blue jacket running behind a motorbike, which is being driven by a police officer, while the suspect is handcuffed to it.

The ombudsman of the State Police, Elizeu Soares Lopes, has asked the military police to investigate the police officer’s conduct, saying: “This is an atrocity. Let’s take the necessary steps. Tomorrow, we’ll open a case.”

Politician Guilherme Boulos, the national coordinator of the Homeless Workers Movement (MTST) and a former candidate for mayor of Sao Paulo, shared the video on Instagram and said: “Brazil, more than 300 years of slavery… Cold-blooded torture by a Military Police officer from Sao Paulo. UNACCEPTABLE!”

The Military Police have released a statement saying that they have “opened a military police inquiry to investigate the conduct of the said police officer and his removal from operational service. The Military Police repudiates this act and reaffirms its commitment to protect people, fight crime and respect the law, and is relentless against occasional misconduct.”
