LGBT Condemn Russian State Duma Ban On Trans Marriage

A law on banning gay marriages and marriages involving transgender people has been moved to State Duma.

Senators of the lower house of the Federal Assembly of Russia, abbreviated as Gosduma, with the headquarters in country’s capital Moscow, have recently introduced a draft ban on marriage for those who have changed sex along with rules for marriages for persons of the same sex.

The authors of the bill were the head of the Provisional Commission of the Federation Council on preparing proposals to improve the Family Code, Elena Mizulina, 65, as well as senators Elena Afanasyeva, 45, Alexander Bashkin, 58, Rimma Galushina, 57, Maxim Kavdzharadze, 51 and Lyudmila Narusova, 69.

The package of three bills on family protection submitted to the State Duma does not allow the possibility of marriage between people of the same sex, including those who have changed their sex, and also makes it not possible for them to adopt children.

One of the sponsors of the plan, Elena Mizulina, said: “The bill terminates the practice of marriage between persons of the same sex, including the ones who changed their sex, respectively, the adoption of such pairs of children.”

The package of bills, combined under the general title “On Amending the Family Code and Other Federal Laws to Strengthen the Institution of the Family”, was developed specially in 2016 with the support of Federation Council Speaker Valentina Matvienko, 71, and the Interim Council of the Federation Council on the preparation of proposals to improve the provisions of the Family Code, according to Interfax news agency.

The main bill on amendments to the Family Code contains 112 amendments to 69 of 170 articles of the Family Code, supplements the Family Code with two new chapters, 27 new articles, reports the cited source.

The bill has been prepared to take into account the new provisions of the Constitution of the Russian Federation, which was supported by almost 78 per cent of Russian nationals that took part at the recent referendum.

In one passage it reads: “It’s no secret that the modern family faces many challenges that threaten its well-being and integrity. The package of draft laws introduced by senators is a response to a number of such challenges, aimed at protecting against the threat of destruction, especially of families with minor children and thereby strengthening it.”

Central European News have contacted the Russian LGBT Network, asking how they feel about the rules, suggested by the parliamentarians, to which its communication manager, Svetlana Zakharova, responded with: “The main goal of this bill, as I see it, is to prevent LGBT + people from getting married. And this is a direct consequence of changes to the Constitution.

“This bill is certainly discriminatory and seriously violates the rights of LGBT+ people and even contradicts the spirit of the constitution. We will do our best to ensure that this bill is not adopted in this form.”

Zakharova has as well emphasized that they are currently working hard on analyzing and examining of the new bills and prepare an official statement about human rights violations taking place currently in the country by officials.

In one of his public speeches, Russian president, Vladimir Putin, 67, said: “In Russia there are not and will not be restrictions on the rights of sexual minorities.”

Clarifying his position on LGBT people, Putin noted that one needs to let a person grow up so that he can independently determine his fate, reports the Russian Ria news site.
