Agents from the National Institute of Immigration (INM) and the Ministry of National Defence (SEDENA) sprang into action after they were alerted by a group of adult immigrants that the toddler was drowning.
They indicated the girl’s location and the authorities managed to rescue her and place her in dry clothes.
The report said: “While the Mexican authorities rescued the minor, the adult immigrants took advantage to cross into American territory and abandon the girl.”

They also found the tot was given a visiting card for humanitarian reasons which was still in effect when she was found as she was an applicant for refugee status.
