The exhausted horse continues lying on its side when its owner begins forcefully whipping it with a rope.

The horse flinches with each whip and the owner then tries again to lift the animal to its feet by its neck.

The video was later sent to the authorities and the Secretary of Public Health and officers from the Environmental Police then intervene. The horse was found in the car park where it usually lives.

Yesid Pena, Commander of the police in Barranquilla, told reporters: “We found it with cuts on different parts of its body and according to the vet’s tests it was suffering from a high level of malnourishment. The horse had lost one of its eyes due to the constant abuse by its owner.”

Reports state the horse was also dehydrated and the owner handed himself into police.

Local media report the owner was fined and could face a prison sentence of between 12 and 36 months as the investigation continues.

Jose Martinez, a member of the Foundation of Independent Animals of Atlantico, told local media: “The recovery process is being carried out by the Health Department and the Environmental Police.

“The officers went to the parking place where the horse usually lives and found the horse and looked for the owner. The man handed himself in voluntarily.”

The case is ongoing.
