According to the office of the Secretary of Public Security for the state of Veracruz (SSP), police officers saw the man, whose name has not been disclosed, at the top of a building when they were monitoring the security videos recording the city.

The footage shows the figure of a man, reportedly 26 years old and only identified by the initials P. P. H., who can be seen standing on the edge of the top floor of the construction site.
